They didn't actually think you meant a toy-toy; they are commenting on the fact that you're clearly not ready for a real dog.
Before you even think about bringing a dog into your home, you need to do some serious research. People who don't educate themselves before taking on a dog often end up dumping their poor pets in shelters. And from your post, it's clear that you're not educated about dogs.
Plus, if you're looking for "cheap" or "free" dogs, you probably don't have the money you need to have a dog. It's not just the initial shelter adoption cost (and I'm assuming that you're at least responsible enough to know not to buy a dog from a pet store or a backyard breeder), which will probably be anywhere from $100 to $300 per dog. Decent dog food is expensive, along with leashes, toys, beds, grooming supplies, treats... And the biggest expense of all-- vet care. You'll need at least several hundred for the first vet visits, and there are *always* unexpected emergencies like injuries or infections that can cost thousands. Whenever I see someone looking for a cheap dog, I just know that he/she isn't prepared for the realities of dog caregiving.
I suggest volunteering at a shelter so you can learn about dogs and dog care before you consider adopting.
